FWIW, *I* think that either of the ways you describe both style questions will work
to communicate the information you need to communicate to your audience. IMHO, when
it really is a question of style, it really isn't a question of right or wrong. It's
more a question of picking a convention and applying it consistently. So, however,
you choose to do your procedures or instructions really is up to your organization.
I wouldn't say one way is more right than another. (Besides, I don't exactly follow
either convention you mention. <g>)

BONUS ANSWER: A larger issue you might want to consider is whether these points are
ones you want to fight with your boss about. I'm not sure you want to spend your
time arguing minutiae early in the relationship. Rather, especially when it really
is a minor matter, state your preference, make a case if you have one, but if the
boss wants pipes while you want arrows, I'd go with the boss. Good time to go with
the flow.

Sometimes, even when you're right, you are wrong. And sometimes when you win a minor
point you find out later that you actually lost on the larger field.
