Well, the Free Online Dictionary of Computing (FOLDOC) gives you the code to
put a button on your toolbar that lets you automatically link to their site,
so they seem to be encouraging that kind of access. Check them out by
searching for FOLDOC.

As to others, I can't speak to that. Most websites do offer some info about
linking to their site, or at least a webmaster alias. It's a courtesy, and
they might even let you know when their website moves or is updated, so you
can refresh the links on your site. Depends!
