Your question left me wondering if you need two or
three levels, since you didn't mention "implementations",
but why not let "tasks" include "steps"?

Implementation 1
Task 1
Step 1
Step 2
Task 2
Step 1
Step 2
Implementation 2
Task 3
Step 1
Step 2
...
