Yes, I would estimate that is your salary goes from $10 to $9,000,000
per year your quality of life is less affected than if you go from
$50,000 to $45,000.

Take the money from the boobs who screwed up. That's a win-win, because
they have more money to take, anyway. Instead, the goobers probably
would get a $10,000,000 severance for failure to perform.

I think it will ultimately harm the company to steal from the little
guys who do the grunt work because of the resulting ill-will and brain
drain.

Dunno about the customer perceptions. My guess (and it's just a guess)
is, they'd not look at salary cuts to the rank and file.

Also, in this situation, media and public perception is
important...especially if you are trying to get concessions from
vendors,
unions, customers, and bankers. They see changes in internal processes,
they
think "Should have done it before they get into this bind." They see
reduction in pay across the board, they see "OK...you're trying...maybe
we
can give a little too."
