You mentioned HHK and HHC files. These files are specific to MS HTML Help. RoboHelp might use them as intermediate files, but not for the final output of WebHelp (which is an eHelp proprietary format). Without using the Japanese version of RoboHelp, you might have quite a challenge producing WebHelp. If you have anymore questions about that output format, feel free to contact me off line.

If you're actually using MS HTML Help, the HTML Help viewer doesn't support UTF-8. You have to go with Shift-JIS. Also, if you haven't done so already, make sure that you set the locale and font settings in the HHP file. If you're not using the Japanese version of RoboHelp to produce the Japanese version, you should probably jettison RoboHelp and work with only the required files for HTML Help.
