Another goal may be corporate branding. Some companies are concerned with their public images, including the fonts and colors used, as well as the general layout and typography. Some of these elements could be reproduced in MS Word or FrameMaker, but, having done brand oriented material in these pieces of software (at the clients' insistence, not by choice), I would hesitate to choose them. They simply don't allow the same degree of fine-tuning as Quark or InDesign. The frustrations of doing documents with high-production values in MS Word or FrameMaker might off-set their ease of revisability.
