I am trying to draft a good functional resume that emphasizes what I can DO rather than what I have done ;)

After a layoff in 1999, I restructured my resume so that the first page is
a summary of my accomplishments, in functional resume style, followed
by a chronological listing of experience. By using FrameMaker conditional
text, I have created a single-source resume that can be either two or
three pages long (with varying degrees of detail in the Experience section).
So far, this format has worked for me. I haven't encountered any age
discrimination that I've been aware of...
