If someone has a moment, could you please explain to
me how the per diem method of pay works? How does
this affect me from a tax standpoint?

"Per diem" usually is not a method of pay but simply refers to a flat rate of expense reimbursement. This means that you get a set amount of money for whatever expenses you incur in the course of a job. it doesn't matter what your expenses actually are - you alsways get the same amount.

A per diem is normally used to cover semi-privat (car, food, hotel) and small expenses (telephone) that would be too much trouble to document in detail. It is not normally supposed to cover expenses such as plane tickets, software, etc.

I'm not sure about how this works in America, but normally the tax authorities accept a reasonable per diem as a bona fide reimbursement for actual expenses occurred and consequently do not tax it. Usually there is a maximum amount that is accepted (above which the per diem is suspected to be a hidden payment and thus taxable); the IRS should be able to give you the details.
