I think your observations are most likely
correct...that we should consider the nature of the
job we seek, our background as it seems to apply to
that job, and the point in our career and how an
apparent departure from our past patterns may need
explanation.

For instance, after being a contractor for many years
while I was single, since I have remarried this year I
am more interested in a long-term or "permanent"
position. Thus, I make this clear either in a cover
letter or, if it's a submission through a web form, I
do in fact put in an objective statement to relate
this.
