Jim Purcell, an editor at Microsoft, wrote the following on the STC
technical editing mailing list recently:

"The third edition of the Manual of Style for Technical Publications is
currently scheduled for publication in the spring of 2003. (Standard
disclaimer: schedules are subject to revision.)

I only recently learned about the second edition going out of print,
which suggests that the back inventory is now gone. I hope to have more
to say about the second edition soon."
