I have heard the assertion that he deliberately
pronounces words as he does to draw attention
away from the non-content and nonsense of the
speech.

In other words, he knows better, but chooses
to be known a poor speaker (for HOW he says it)
than as a stupid speaker (for WHAT he says).
Unfortunately he cones across as both.

He says Saddam with the emphasis on the last
syllable very deliberately, because it is
insulting.

Listening to the BBC versus almost any USA
news broadcast reveals that the BBC not only
researches the correct pronunciation, but
practices the words prior to broadcast. They
are not just "news readers" as the BBC has
called US TV news people.
