How I have handled this:

Let users know where incremental updates can be found in raw form (network
drive, intranet, web page, etc.). You might consider creating a running
release notes file for this purpose and append updates to it in reverse
chronoloigcal order (most recent first) as necessary.

Let them know when the book is updated with these properly integrated into the
run book (every week, etc.)
