I don't make any claims for greatness, but we use plain HTML for our Help,
and display it in a JavaScript popup window. It is context-sensitive in
many places, achieved by the programmer calling the appropriate file.
You can see a simple example at:
http://www.polis.parliament.uk (click the "Search POLIS" button, then use
the "help" button in the toolbar in the new window)
by clicking the "help" button in the middle of the window. This is
separated from the actual application. You can see it in action with the
application by clicking the "sample" button at the top of the window and
registering.
