Adobe used to have a product called Acrobat Business Tools that did what you want for $79 a person (much cheaper than Acrobat). They discontinued it in the US, but maybe your colleagues in Newcastle or New Zealand can still purchase it. I don't think Adobe has replaced it with a similar product under a new name, but it's worth checking the site periodically to find out.

Otherwise, print, mark up in ink, and fax back.
