That's really odd that WWP should mess up the order of the files.
Did you save your FM book file to disk before creating the WWP
project? I find that WWP keeps mine in order, which is a little
annoying because my TOC file appears second (right after title/notice
page file), so I always have to fix it when I first create a project.

Anyway, in the WWP project window, examine the top section, under
"FrameMaker and Generated Files." Right-click any file and delete
as needed (it deletes them from the WWP project but does not alter your
Frame sources), or select Rearrange. Change file order as needed. Then
right-click "FrameMaker and Generated Files" and select Properties. In
the File Properties window, select the Output tab. All files should be
"Normal" except for your TOC & Index, which should be, guess what, TOC
and Index. To change a file, select the file name & then select the
desired setting from the Sytle option list (AKA drop-down box) at the
bottom of the window. Click OK when finished. Your file order
problem should be OK now.

I wrote up some WWP pointers for someone else recently. I'll send them
to you.
