I'd've used Authorware from the start. But sisnce you didn't have that option I'd now use Authorware to build a shell and put navigation around the Viewlets. I've not used Qarbon, so I'm not sure how Viewlets are played. From what I've read they're intended to be on-line correct? You can integrate the IE browser activeX control in Authorware fairly easily.
You can have authorware catalog the contents of a CD or directory to keep track of the viewlets as they're created, i.e., you build a dynamic shell that just grows as you add the Viewlets.
You can even capture info a write out a record of which Viewlets a users has accessed.

I use currently Authorware to build shell navigation for series of Robodemos, as well as other things.
