I cross-reference common steps when they are *always* the same. The
cross-reference always points to the same place and has the same
wording. Users who are familiar with the basic setup can then quickly
get to the unique setup for the task they are performing.

It has worked well for this documentation, but I wouldn't stretch it to
fit less common steps. All or nothing, to my way of thinking.
