>From personal experience, I used to work in a manufacturing facility and the
management there found the most success by simply posting the procedures on
the wall. There were manuals available, usually in a supervisor's office as
well as an antiquated intranet but was impossible to use. But again, most of
the procedures were posted on walls, I-beams, etc.
