I didn't know Reader could do this. I thought you needed Acrobat
Approval at a minimum, if not the full version of Acrobat. Anyway,
FrameMaker cannot do this for your. To set up such a feature, create the
PDF from FrameMaker and then open the PDF in a full version of Acrobat
to add what you want. (Around here, we all pretty much have Acrobat so
my knowledge of Reader is sketchy.)

I'm trying to activate the Comments capability so developers can add
notations as they review. I enabled the toolbar on my PDF, but all the
