I've worked for a couple of companies that did this, and as the hiring manager
it was entirely out of my hands and an HR-generated activity, like the criminal
background check and drug screening. Interestingly, in both cases even
though I signed off on the docs about credit checks when they hired me, when
I got my own credit report (which I do periodically) there was no indication that
that they had ever run the checks. I concluded that the forms I had signed were
a "trick question" designed to screen out candidates who refused to sign off on
the check without actually having to pay for it.
