What about taking the proprietary document, but everywhere there is a
product name, company name, specification, etc., replace it with XXXX. Might
end up looking like something from the Freedom of Information act, but the
process and procedure content would still be there, proving you know how to
write (and know how to perform search and replace).

can be done when most of your work involves classified/proprietary
materials and you need to provide samples? What I have done in the past is
show the one commercial user's manual that I've worked on and some creative
writing samples. Admittedly, creative writing is a whole other ballgame
than technical writing!
