OpenOffice (at a cost of $0.00) provides the change-tracking tool.

Or for those who prefer to pay, it's available in WordPerfect and
StarOffice. WordPerfect suite of MS Office replacements is $389 (or $149
for the "upgrade", which virtually anyone qualifies for if they're using
just about any competing product or previous version of WP). Don't know
what StarOffice costs.
