One thing to add to Geoff's excellent suggestions: DON'T solve the problem
yourself.

Pick a team consisting of equal representation from both camps. Give them an
objective ("Solve this problem") and a deadline. Free up the resources to
make this happen. Then work with them. Accept (possibly with modifications)
their solution. That way, the people most affected own both the problem and
the solution. You get buy-in.

It may be a good idea to put the most adamant opponents to the change onto
the team. Might as well channel that energy!
