I had this same problem and decided an html/text editor that looked like a
word processor would be a good solution. After a thorough survey of the
editors out there, I finally found IBM's Websphere Hompage Builder. It's
standard view is like a word processor, but it's easy to flip from that view
to the coding view. As far as I've noticed, it doesn't change your code or
add code to conform to some coding standard, which was a problem with some
of the other systems I had considered. It's also fairly inexpensive, another
big criteria.
