No, but those are tasks that any person with strong critical thinking skills
and an aptitude for technology could very quickly pick up. So quickly, that it
would appear to average people that the person already knew them.

A technical writer, like pretty much job with the word "technical" in its
title, should have a strong aptitude for technical and scientific concepts.
Thus, if you want to be a "real technical writer", you need to have a strong
base of critical analysis skills coupled with scientific and technical skills.
People lacking in that base, are lacking as tech writers.

If I was interviewing two people and Person A was a good writer AND possessed a
strong base of technical and scientific training while Person B was only a good
writer (no tech skills). I'd always pick Person A.
