You should be able to place these on the various master pages
used in the FrameMaker document and have them then repeat
on every page.

Managing fully-functional buttons through pdfmark commands
can easily get to be too complex to be practical. For an alternative
approach, have a look at the Form Assistant (TimeSavers add-on),
where buttons are defined through FrameMaker hypertext markers.
