Apparently, it's broken.

Actually, a Microsoft programmer told me pretty much
the same thing back when Word 97 came out (I had a
support contract and my issue was "escalated" pretty
high), that you really can't go and create highly
customized templates not based on Normal.dot. I guess
that continues to be true . . ..
