Question about printing from press.

My document has a total page count that is divisible
by 4 (one color, slightly smaller than US letter page
size, perfect bound).

The printer in question gives quotes rounded up to a
page count divisible by 8. That's fine, I understand
that these are being printed 8-up. (Assume, I have 796
pages in the document and the printer is quoting
based on 800.)

But, what surprises me is that the cost for printing
and binding a page count divisible by four is MORE
than the cost for printing and binding the page count
rounded to divisible by 8.

The argument is, there is labor involved in removing
the additional blank pages.

Is this right? I would expect the cost to be the same,
not more.

I ask because I don't want to invest the labor into
expanding the content over four more pages.
