Tom,

I am contracted to deliver a draft, allow the customer 10 days to respond
with changes, and then make the changes and finalize the document.
Nothing in the contract calls for me to deliver editable content, so
delivering it in a non-editable format would seem to me to show good
business sense, not bad faith or pre-emptive action.
