For a great reason why documentation (and particularly on-line
documentation) should be targeted to the current users permissions/rights
look at the Lotus notes documentation. The help is virtually useless
because besides being hopelessly fragmented, you can't tell if particular
instructions apply to your installation of not until you try them.

When either license restrictions or permissions restrictions affect your
use, the help should at least identify the limitations up front. Even
better would be to replace the help files for limited functions with
simple explanations of the limitations and what needs to be done to remove
the limitations.
