I'm not exactly a WebSphere guru but here are some
thoughts that might help:

A web application server usually provides some way to
serve static html files along with JSPs. Either there
is a built-in servlet for this purpose, or requests
for static html files are proxied to an http server
like Apache or IBM HTTP Server.

I'm not sure what your architecture is but if your
portal is using WebSphere Application Server (WAS) to
serve the JSPs, this describes how to configure WAS to
serve static html:

But if they are so stuck in serving your help through
the application server, let 'em write a JSP that
preprocesses your HTML files by stripping out the tags
they don't want (ugly though).
