Not only is lying to a prospective employer an unethical choice, it will
also impact any application that may be pending for a security clearance.
;-)

Seriously, while I would contact the in-town employer and mention that "an
offer is pending," they don't need to know that it's for less than what you
really want. However, if you are at the "will work for food" stage of your
job-search, $22K/annually is a rather decent income for a single person in
some parts of this nation.
