I use figure numbers with one exception. If the figures are part of an enumerated list (Step 1, Step 2 with screen shot, Step 3, etc.) and require no other reference. I think that caption/numbering in this case breaks the flow and interrupts the user's thoughts.

If the doc has a List of Figures, I do create an "invisible" tag that gets generated, so it can be found easily.

And yes, I include this info in the "Conventions" section at the front of the guide.
