One way of dealing with the problem is to think and talk about it as
follows: when you are doing a project for another department, you are on
loan to them to be part of their project and their team.

If one's regular boss wants to stick his oar in, it's useful to remind him,
"This is Fred's project, and if you think major changes are called for,
you'd better take it up with Fred, because I did this the way he wanted."

People who are happy to mess with documents in general are often reluctant
to do so when reminded that the one in question is on another manager's
turf.
