For which reasons, I would put it thusly:

"Widget Manager is a local application which must be installed on your
system; it cannot be run as a remote application. Therefore, you may check
to see if it is already installed by ... If it is, proceed with the next
chapter. If not, continue with the next section: "Installing Widget Manager"


In that fashion, we would at least reduce the mumbling in the Peanut Gallery
as to our sense or sanity.
