How is the GUI changed? through resource bundles or style sheets?

We doc the defaults as shipped. Server-side administrators can change the
GUI, and with portal technology, users can rearrange their display. It's
impossible for writers to anticipate user implementation, unless the user
is willing to pay for custom doc.
