The answer is a definite "maybe". If you set some headers, you can tell
browsers to always look at the server for the newest version. A very few
browers, however, will be obstinate and ignore them. Ah, well.

Here are the headers the web server or application needs to send:

Cache-control: no-cache
Pragma: no-cache
Expires: 0
