While we're at it, and acknowledging that one might
substitute space-endash-space for an emdash, shouldn't
the clause that follows a ;semi colon; be a complete
sentence? Or, is that sort of depending on your style
guide, too?

It depends on what you are using the semicolon for. Sometimes the semicolon separates independent clauses (your case), either to replace an omitted _and_ or because the clauses have internal punctuation; sometimes it separates list elements that have internal punctuation; sometimes it's a marker in code; and sometimes it separates a bunch of "whereas" clauses or the like, which are dependent, not independent.
