Bruce Byfield commented,

... many offshore writers and editors are native English
speakers. Many have grown up speaking English. Often as their first language,
and, if it's not, they're fluent in it.

To which I add, some of the oddities we perceive (in Indian or other non-US English) are representative of other versions of English, and may be closer to "international" English than is the writing of people in the US or UK. If your company is selling to a global market, a more-international variation of English may be just what they need.

(Note that I am _not_ talking about bad writing; we've already established that anyone from any culture can write badly.)

Carol Lee wrote,
What we are seeing with offshoring of labor, in the textile, tech, and many other industries, is exploitation,

Not necessarily. See above. Or perhaps you define "exploitation" a bit differently than I do?
