Here's the problem with that, and why it's a *big* problem in Silly Valley. These shifts inevitably produce booms. Booms inevitably produce inflated economies. The people who rush to the boom start paying wild prices for necessities such as housing, food, clothes, etc. Then the boom crashes, and where are they?
Currently in Silly Valley, are housing prices going down? Not yet. Food and other necessities? Not that I heard of. In San Francisco you can't find anybody to fix your car. Why? Because a mechanic can't afford to live there, let alone open a shop. This is essentially why offshoring exists... The software companies can't afford to stay there either.

In every case, the economy ratchets up, and people have to pay more to get along. Buying a house at $500,000.00 on a $100,000.00 income is much different than buying a house at $15,000.00 on a $5,000.00 income. But that's what has happened to Silly Valley in our lifetimes. Now keep that mortgage after your job has moved overseas. Or even try to sell out of it.
Yes, new jobs, different jobs, maybe even more jobs (the latter being unclear - check out Detroit). But better paying is relative, and after the initial explosion it generally winds up a step behind the wave. But you shouldn't be surfing if you're going to complain about sharks, right?
