Did I? This is how I summarized my post:

I've yet to see a SOFTWARE manual that found it necessary to point out and
address concepts like laziness, incompetence, or crookedness. Your
documentation experience may differ.

I *would* expect to see such concepts addressed in HR manuals, internal
company handbooks, etc. If this manual falls under such a category, it's
my mistake for not gleaning that from the initial post. I've written
manuals for report software, but maybe not this kind of reporting
software.
