It is cheap money, especially for that area.

On the other hand, this really doesn't look like it's exactly a tech
writing position (despite the fact that "technical writing" is called
for in the list of qualifications, I suspect that's just a wish list
compiled from a list of standardized desired skills).

In other words, the employee will be taking the drafts that someone else
has already written, and essentially doing a fact check on them. The
data verification analyst has a much easier job (this isn't just
hyperbole, I'd guess it's about 1/10th the degree of difficulty as
writing the manuals). For starters, the writer has to do all of the
research and come up with the source data to develop the manual. The
data verification analyst will typically go to the writer and ask for
copies of all that source data, which is a heck of a lot easier than
digging it all up from scratch.
