That sounds VERY high. Back in the days when we were trying to spend venture funding as fast as possible, our marketing department decided to go through their $15,000-a-month-retainer (i.e., way overpriced) PR agency to do a site redesign. Our site is far more complex than yours, over 20 asp pages drawing content from a SQL Server database, a dozen or more site management tools (custom scripts for managing content, visitor registration, cookies, the works), plus extensive graphics and some content. The PR agency brought in contractors to do the work. And they billed the whole job to us at $15,000 complete. Prices have dropped considerably since the bust, so $18,000 seems way high for what you are doing.

I'd recommend posting your project on http://www.creativemoonlighter.com/. You'll get bids from talented and not-so-talented people (you have to do due diligence to evaluate their abilities) that will come in at a small fraction of that. I wouldn't be surprised if you can get the whole job done to your satisfaction for under $2,000.
