Am I published by virtue of having written user guides for a software
package. I'm filling out a questionnaire and whether I was published or
not was one of the questions.
You are not a published author if you are completing an academic or scholarly CV. If you are filling out a job application, maybe you could squeak by, but I'd be uncomfortable about it.
A published author, typically, is one who has had a paper published in a peer-reviewed journal or has sold a book to a commercial publisher. I'd include someone who has had a poem or short story accepted for an anthology. I might extend the definition to include someone who has sold an article to a magazine.
Doing work for hire would not qualify, though. And that's what you've done.
