I'm not sure a formula would help you if you don't
know how long it'll take you to do the job. A web site
redesign could take as little as 5 minutes per web
page or could take hours per page, depending on what's
on it, what needs to be changed, etc.

If you know roughly how long it'll take to do the
work, and you know the rate you want, well, then you
really don't need the formula.

So, is the issue that you don't know how long it'll
take you to do the work, or how much to charge for it?
Or other?

If you're asking someone to size up the work for you,
that's not possible. We don't know the level of work
involved, nor your abilities.
