Yup. Non-fraudulent purposes exist. No disagreement, there.

We've already had a similar charge laid in a case here, where a store
employee (WalMart?) reported a customer to the police for submitting images
of his naked, young child for photo development.

I believe the charges were dropped. Sorry, I don't have time to look up the
reference.
