I hope this is not taken wrong, but I think it has to be said rather bluntly.
Assuming you mean a promotional business plan for a technical writer, pay for some consultations with marketing and financial experts. You may be a good writer, but your question to the list suggests that you lack expertise in the other areas. Without knowing your capabilities and interests, I don't see how anyone can give a responsible answer. Your question is similar to someone asking "how do I write and/or what should I write."
