CVS is free and easy to set up, which are two very, very good things.
Also, using Tortoise CVS, it integrates directly into the Windows "my
computer/explorer." On the downside, CVS (or any other source control
system designed primarily for use with code, not documentation) works
best with ASCII files. It's able to store the differences, and not a
complete copy of each version. Also, you need to have ASCII files if
you intend to use it's ability to "diff" and "merge."

We use it for both documentation and code, but our doc source is XML.
Unless you're using the absolute latest copy of Word and WordML, you'll
have to treat the documents as binary files. Still, CVS would give you
versioning, revision tracking, and file locking, which would go a long
way toward solving your problem.
