Michele, is your task perhaps to write a backgrounder white paper that will
establish your client as an authority in its field, as a preliminary
marketing step before the issuance of a request for proposal (which will
then be issued to your client)? Or is your white paper perhaps supplementary
material to, and part and parcel of, a proposal that your client is already
working on?
