Well, is this FM 7 or earlier? FM 7 should save-as PDF with xrefs as hyperlinks. In earlier versions, use the Distiller printer to print to PS (with generate acrobat data on, and subsequently create named destinations turned on) and distill that to PDF to get your xrefs hyperlinked.

If you are still having difficulty getting the hyperlinks to come through, please detail your "convert to PDF" process.
